This study is a part of Technical Assistance  to the government of Pakistan by the European Commission to promote the education in the province of Sindh. As an Public Finance expert my responsibility includes the review of fiscal system of the provincial and local governments in Sindh and give suggestion to improve it. This also includes the public expenditure tracking of different government and donors projects..

            Project Title:     Investment Strategy for Punjab Government

            Year                 2005

            This study is a part of Technical Assistance to the government of Pakistan by the

            Asian Development Bank to create congenial atmosphere for Investment in

            Punjab. This Project initiated in eight districts of Punjab and with the help of

            SWOT and focus group analysis developed district wise strategies for investment.

            Project Title:     Country Program Assessment for Pakistan

This study provided technical input in the context of CIDA’s                                                                      

Country Program Framework for Pakistan. This study undertook analytical review and assessment of CIDA’s policy framework for Pakistan and conducted background and content research on political and macroeconomic development trends, poverty, private sector development, agriculture and water, and environment and sustainability.

Project Title:     Country Assessment of Poverty: Macro-Micro Linkages:South Asia-Pakistan

Year:                2002

                        The purpose of this research is to find macro and micro determinants of poverty. This paper analyzed the macro economic policies  and their influence on the poverty and inequality level in Pakistan. This paper also analyze micro level projects undertaken in Pakistan to reduce poverty level. Why the micro level efforts were not successful in Pakistan is also looked into the report. The report also take both internal and external factors into consideration which are supposed to be the most important determinants of the failure of the performance of international lending agencies like UNDP.  This report assists the Government of Pakistan to sort the links between the devolution plan and poverty reduction.

            Project Title:         Provincial Finance Commission Sindh

Nature:             The purpose of this research was to develop Provincial finance Commission for sindh province. This include how to resolve the issue of vertical inequity between the Sindh government and the districts of Sindh provinces. This also discusses the issue of horizontal equity the distribution of recourses among the districts. This will be useful tool in assisting the Government of Sindh for new devolution plan.

            Nature:             The study to analyze the sources of revenue and the expenditure pattern of provincial governments in Pakistan with a view to estimate the resource gap and the level of fiscal effort, and to identify the resource potential of existing taxes.  Assisted in specifying the methodology, estimating the elasticity and buoyancy of taxes, quantifying the resource gap and the potential tax base for various taxes, and proposing a set of policy measures to make the provincial governments more self reliant.
